Representative Barbara Bagshaw canvasses Windham, Maine, every cycle, even in elections she is not running in. She works from printed voter books, not an app, and she keeps three of them in her car so she can compare. On one road she hit a building she knew was not hers. Then the house next door, two friends of hers. Then the next house. Then the next apartment building. She took her books to the town clerk, who checked and confirmed that the addresses now sat in District 106. When she asked him to pull up the last election she ran in, the same addresses came back as District 107.
The Republican National Committee found that 110 voters had been relocated out of District 107 and into her District 106, and that other Maine towns had the same problem. When her office reached the Secretary of State, the deputy called it a glitch and offered to print her a new voter roll free of charge.
Bagshaw won her first race by 23 votes. A friend of hers won a school board seat by seven. As she puts it, these numbers are strangely close.
