When Jason Snead asks a room of election integrity activists who has ever served as a poll worker or a poll watcher, there are not that many hands up. He tells Jenny Beth Martin that is good news. The people who fill those roles do not need to have done it before. They need to want the election run properly and the law followed, and the training does the rest: what your state's law requires, how the process is supposed to go, and what the hours look like. In some states the day is split into shifts. In others you are there from 5 AM until the job is done. It is a long day, and people come back because it is an act of service.
Then the rule Snead gives every recruit. Your job is not to catch fraud or stop fraud. Your job is to follow the rules and make sure the election is run according to the law. Simply by being present, you make fraud less likely, and you make it less likely that the people around you cut corners, one of the big problems he sees election after election.
Jenny Beth Martin puts it in one picture. The poll worker beside you greets her next-door neighbor, asks about the kids and the cat, and starts processing the voter without asking for identification, because she knows her. If you are working the table, you can say it right there: do not forget the ID, that is the law. If you are only watching, you have to leave the building and make a phone call. That is the difference between a worker and a watcher.
