Jenny Beth Martin starts with why she cares about this bill the way she does, because she is the reason it exists. She and Cleta Mitchell were on a coalition conference call with Senator Mike Lee in January 2024. Cleta was describing Arizona, and Jenny Beth asked Senator Lee to write a bill to fix it.
Here is what Arizona looks like. The state passed a referendum requiring proof of citizenship to register to vote, after the National Voter Registration Act was already federal law. It was challenged, and in 2013 the Supreme Court said Arizona had to accept the federal registration form, because federal law is the supreme law of the land. So Arizona built a workaround and still runs it today: two ballots. Show proof of citizenship and you vote for everything, president down to precinct committeeman. Do not show it, and you still vote for president, Senate, and Congress. In a border state that is now a presidential swing state.
The House passed a reconciliation blueprint on July 22 that carries ten billion dollars to administer the SAVE America Act. The Senate left for August without taking it up at all. Majority Leader John Thune says reconciliation waits until government funding is settled, and the Senate does not come back until September 14. Meanwhile the House this week takes up a stopgap that funds the government to December 11 under suspension of the rules, so no amendments.
Robert McNeily's take is that House leadership has done the heavy lifting with narrow majorities and the Senate needs to come home and finish it. Dwayne Moore's is harder than that.
